中(zhong)國教育報-中(zhong)國教育新聞網訊(記者 張欣)日前,為切實提升高(gao)校*創造(zao)質量(liang)、加快轉化運用,教育部辦公廳、國家知識產權局辦公室、科技部辦公廳發布《關(guan)于組(zu)織(zhi)開展(zhan)“百(bai)校千項”高(gao)價(jia)值(zhi)*培育轉化行動的(de)通(tong)知》(以下(xia)簡稱《通(tong)知》)。
《通知》指(zhi)出,“百(bai)校千項(xiang)”行動主要目標(biao)是充(chong)分發揮(hui)國家(jia)知識(shi)產權試點(dian)示(shi)范高(gao)(gao)校作用,強化(hua)*導航等服務支撐效(xiao)能(neng),挖(wa)掘一批有市場化(hua)前景的科(ke)技(ji)成(cheng)果(guo),布局(ju)形成(cheng)一大批高(gao)(gao)價(jia)(jia)值(zhi)*,推動實現上千項(xiang)高(gao)(gao)價(jia)(jia)值(zhi)*成(cheng)果(guo)轉化(hua)落(luo)地,探索構建可推廣、可復制的高(gao)(gao)校高(gao)(gao)價(jia)(jia)值(zhi)*培(pei)育(yu)和轉化(hua)運用新模(mo)式(shi)和新機制,有效(xiao)提升(sheng)高(gao)(gao)校科(ke)技(ji)成(cheng)果(guo)轉化(hua)效(xiao)率。
《通知》明確四項任(ren)務(wu)(wu)。一是強化(hua)(hua)(hua)質(zhi)量(liang)源頭(tou)管(guan)理。加快(kuai)完(wan)(wan)善(shan)高(gao)(gao)校科(ke)(ke)研(yan)管(guan)理部門與技(ji)術轉(zhuan)(zhuan)移機(ji)構的(de)協同(tong)聯動(dong)機(ji)制(zhi),實(shi)現(xian)創(chuang)新(xin)價(jia)值(zhi)的(de)及早發(fa)現(xian)和(he)及時保(bao)護。建立(li)重(zhong)(zhong)大項目(mu)知識(shi)產(chan)(chan)(chan)權全(quan)(quan)流程管(guan)理機(ji)制(zhi),有效(xiao)實(shi)施(shi)職務(wu)(wu)科(ke)(ke)技(ji)成(cheng)(cheng)果(guo)披露(lu)制(zhi)度、*申請前評估制(zhi)度,建立(li)健全(quan)(quan)*分級(ji)(ji)分類管(guan)理體(ti)系,從源頭(tou)上保(bao)護創(chuang)新(xin)成(cheng)(cheng)果(guo)、提(ti)(ti)升*質(zhi)量(liang)。二(er)(er)是培育(yu)高(gao)(gao)價(jia)值(zhi)*。聚焦國家重(zhong)(zhong)大需要和(he)產(chan)(chan)(chan)業(ye)需求,加強有望迅(xun)速實(shi)現(xian)產(chan)(chan)(chan)業(ye)化(hua)(hua)(hua)并提(ti)(ti)升產(chan)(chan)(chan)業(ye)發(fa)展水平和(he)核心(xin)競(jing)爭力,產(chan)(chan)(chan)生(sheng)重(zhong)(zhong)大經(jing)濟社會效(xiao)益(yi)的(de)高(gao)(gao)價(jia)值(zhi)*創(chuang)造。建立(li)完(wan)(wan)善(shan)高(gao)(gao)價(jia)值(zhi)*培育(yu)工(gong)作機(ji)制(zhi),重(zhong)(zhong)點在(zai)依托高(gao)(gao)校建設(she)(she)的(de)全(quan)(quan)國重(zhong)(zhong)點實(shi)驗室、國家技(ji)術創(chuang)新(xin)中心(xin)等手段,挖(wa)掘能夠(gou)有力支(zhi)撐傳統(tong)產(chan)(chan)(chan)業(ye)轉(zhuan)(zhuan)型(xing)、戰(zhan)略新(xin)興產(chan)(chan)(chan)業(ye)發(fa)展和(he)未來產(chan)(chan)(chan)業(ye)形成(cheng)(cheng)的(de)科(ke)(ke)技(ji)成(cheng)(cheng)果(guo),制(zhi)定實(shi)施(shi)*布局計劃,培育(yu)一批高(gao)(gao)價(jia)值(zhi)*(組合)。三是推(tui)動(dong)高(gao)(gao)效(xiao)轉(zhuan)(zhuan)化(hua)(hua)(hua)。強化(hua)(hua)(hua)技(ji)術轉(zhuan)(zhuan)移機(ji)構和(he)人才隊伍專(zhuan)(zhuan)業(ye)化(hua)(hua)(hua)能力建設(she)(she),鼓勵有條件的(de)高(gao)(gao)校設(she)(she)立(li)知識(shi)產(chan)(chan)(chan)權專(zhuan)(zhuan)員崗位(wei),為高(gao)(gao)價(jia)值(zhi)*轉(zhuan)(zhuan)化(hua)(hua)(hua)運(yun)用(yong)提(ti)(ti)供全(quan)(quan)流程、專(zhuan)(zhuan)業(ye)化(hua)(hua)(hua)服務(wu)(wu)。四是營造良好轉(zhuan)(zhuan)化(hua)(hua)(hua)生(sheng)態。進一步完(wan)(wan)善(shan)各二(er)(er)級(ji)(ji)單(dan)位(wei)科(ke)(ke)技(ji)成(cheng)(cheng)果(guo)轉(zhuan)(zhuan)化(hua)(hua)(hua)績(ji)效(xiao)評價(jia)體(ti)系,根據(ju)不同(tong)學(xue)科(ke)(ke)特點設(she)(she)置(zhi)考核指標,有針對性(xing)(xing)地提(ti)(ti)高(gao)(gao)科(ke)(ke)技(ji)成(cheng)(cheng)果(guo)轉(zhuan)(zhuan)化(hua)(hua)(hua)在(zai)二(er)(er)級(ji)(ji)單(dan)位(wei)績(ji)效(xiao)考核、科(ke)(ke)研(yan)人員職稱(cheng)評審(shen)等的(de)權重(zhong)(zhong),更好激發(fa)各二(er)(er)級(ji)(ji)單(dan)位(wei)和(he)科(ke)(ke)研(yan)人員*轉(zhuan)(zhuan)化(hua)(hua)(hua)運(yun)用(yong)的(de)積(ji)極性(xing)(xing)和(he)主動(dong)性(xing)(xing)。
“百校(xiao)千項”行動(dong)分(fen)兩批進行,實(shi)施(shi)周(zhou)期為(wei)2022年(nian)(nian)底(di)—2024年(nian)(nian)。*批次于2022年(nian)(nian)底(di)啟動(dong),重點(dian)是發揮示范高(gao)校(xiao)的帶(dai)頭作用,探索形(xing)成一批高(gao)價值(zhi)*培育轉化的經驗(yan)做法和(he)典型案例(li)。第二批次于2023年(nian)(nian)上半(ban)年(nian)(nian)啟動(dong),重點(dian)是在更大范圍內推動(dong)開展(zhan)高(gao)質(zhi)量*培育轉化機制的探索實(shi)踐(jian),全(quan)面提升高(gao)校(xiao)知識產權工作能力和(he)水(shui)平。
